The Pack Labs, parent company to MUNCHIES and Imperial Extraction, is leading the charge in the hemp-derived cannabinoid industry. As we scale across multiple states, we’re looking for a Head of Human Resources to build and lead the people operations that will anchor our growth.

This is a hybrid role, based out of our Santa Fe Springs facility, with 3 in-office days per week to foster collaboration, connection, and hands-on leadership.

The Opportunity:

This role is equal parts builder and operator. You’ll create and own the people infrastructure across onboarding, performance, compliance, and culture. As the first senior HR hire, you’ll set the tone for how we grow, work, and retain talent. From designing systems to supporting team leads, you’ll make sure our growth is sustainable, compliant, and people-first.

You’ll work cross-functionally with Sales, Marketing, Finance, and Production to build a strong employee experience while ensuring we stay compliant across jurisdictions. This is a hands-on leadership role where no two days will be the same- and your impact will be felt across the business.

What You’ll Own

• Lead HR operations across multiple states, including onboarding, offboarding, HRIS, and employee documentation

• Develop and implement scalable HR policies and handbooks aligned with federal and state labor laws (especially California)

• Serve as the primary resource for employee relations, engagement, and conflict resolution, helping build a fair and inclusive workplace culture

• Own compensation benchmarks, offer letters, promotions, and performance systems

• Stay ahead of cannabis and employment law developments to ensure full compliance across all operating states

• Oversee HR-related audits, state filings, and reporting

• Help craft a strong employer brand and recruiting process in partnership with leadership

What You Bring

• 5+ years of HR leadership or people operations experience

• Prior experience in cannabis, CPG, or high-growth startup environments; MSO background a major plus

• Strong understanding of HR systems, compliance, and process building from the ground up

• Expertise in California employment law and multi-state HR operations

• A clear, structured approach to problem-solving with high emotional intelligence

• A proactive mindset that thrives in fast-paced, evolving environments

• Comfortable leading from both a strategic and operational level
